MINUTES OF BOARD OF SELECTMEN
MONDAY, APRIL 30, 2007

Chairman Mauceri called the meeting to order at 6:00PM in Room 108B at North Reading High School in the presence of members Mr. Dardeno, Mr. Veno, Mr. Harris
and the Town Administrator, Greg Balukonis.


1.      RELEASE OF DEED – 24 OAKHURST TERRACE
Three parcels were taken and lot B was not taken from the town.  It was just sold.  It should have been the taking on only 3 parcels.  The town never took it and it will not cost the town anything.

MR. O’LEARY ARRIVES AT 6:10 PM

2.      SIGN GRANT – StateMASSACHUSETTS placeOPPORTUNITY RELOCATION AND EXPANSION
Dave Hanlon discussed the grant issues involved in this grant and went over the hand out with the Selectmen.

3.      DISCUSS TOWN MEETING ISSUES:

Greg discussed with the Selectmen the issues regarding the budget issue override and PlaceNameplaceEisenhaure PlaceTypePark.

Greg told the Board that it is Hank Purnell’s last day and he would like to offer the position to Lt. Nolan at town meeting tonight.

Mr. Mauceri did not adjourn the meeting and went straight into Town Meeting at 7PM.

4.      EXECUTIVE SESSION 6:30PM
MR.CHAIRMAN I MOVE TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSES OF LITIGATION STRATEGY.

Returned to open session and adjourned to Town Meeting. (7:00PM)  

Following Town Meeting, the Board of Selectmen reconvened in the High School Auditorium.  The following vote was taken:


MR. CHAIRMAN, I MOVE THE BOARD OF SELECTMEN CALL A SPECIAL ELECTION FOR JUNE 5, 2007 AND PLACE ON THE BALLOT THE FOLLOWING QUESTION (S):

1A)     “SHALL THE TOWN OF NORTH READING BE ALLOWED TO ASSESS AN ADDITIONAL $ 1,525,282  IN REAL ESTATE AND PERSONAL PROPERTY TAXES FOR THE PURPOSES OF FUNDING A PORTION OF THE SCHOOL AND MUNICIPAL OPERATING BUDGETS FOR THE FISCAL YEAR BEGINNING JULY 1, 2007?”

1B)     “SHALL THE TOWN OF NORTH READING BE ALLOWED TO ASSESS AN ADDITIONAL $ 3,758,963  IN REAL ESTATE AND PERSONAL PROPERTY TAXES FOR THE PURPOSES OF FUNDING A PORTION OF THE SCHOOL AND MUNICIPAL OPERATING BUDGETS FOR THE FISCAL YEAR BEGINNING JULY 1, 2007?”

AND FURTHER TO INCLUDE ON THE BALLOT VOTING INSTRUCTIONS, SUBJECT TO THE APPROVAL OF THE BOARD OF REGISTRARS:
“QUESTIONS 1A AND 1B ARE SEPARATE QUESTIONS.  QUESTION 1A IS FOR A ONE (1) YEAR OVERRIDE.  QUESTION 1B IS FOR A THREE (3) YEAR OVERRIDE.  YOU MAY VOTE FOR OR AGAINST EACH QUESTION INDEPENDENTLY.  EACH QUESTION REQUIRES A MAJORITY OF THOSE VOTING ON THAT QUESTION TO PASS.  IF MORE THAN ONE QUESTION PASSES, THE QUESTION WITH THE HIGHEST DOLLAR AMOUNT WILL PREVAIL.”

MOTION BY:      MR. VENO
SECONDED BY:    MR. DARDENO

VOTED:          5-0






Mr. Dardeno and Mr. Harris clarified that they are not in favor of a three year override, but indicate their support to show consistency on the Board of Selectmen.
